Canyon Ridge High School
CRHS and Other Bond Levy Projects Update
In an effort to keep the public up-to-date with accurate data
regarding the bond building budget and projects, the following
information is provided:
1. Canyon Ridge High School construction started in July 2007 is
on schedule and, barring some unforeseen circumstances, will be
finished and ready for school in the fall of 2009. The current
schedule will allow for “move in time” and give students and
staff time to get acquainted with the new building.
2. Seven building improvement projects or remodels are complete
or will be complete during the fall of 2008. During 2007 -
Lincoln ADA elevator, Perrine and Morningside site safety
projects were constructed. In 2008 the TFHS football bleachers
and chemistry lab remodel, as well as Bickel and Perrine
multi-purpose rooms will be ready and available for use.
3. Seventeen projects including 3 elementary school
multi-purpose rooms, improvements at TFHS and a number of
remodeling projects in the various schools are still scheduled
to be designed and completed. The remaining projects will be
placed on the schedule for construction over the next two to
three years. All projects that were included in the bond levy
package will be complete; it will just take longer.
4. Inflation has impacted the project since its inception.
According to government statistics, between 2003 and 2008 the
cumulative inflation rate for construction projects has reached
over 30%.
5. Unexpected costs have also impacted the bond budget. Major
items like Park View Street and the 48” concrete piping of the
irrigation canal running along the boundary of the property of
Canyon Ridge High School were unexpected expenses that were
unknown until the project was underway. The total cost of these
two items was $1,169,615. There have been a number of smaller
items that have been added to the project costs.
6. Numerous bids were reviewed and rebid to help reduce costs.
Some examples included: elimination of metal roofing, less
landscaping, less concrete on exterior items, narrower
sidewalks, elimination of mow strips; fewer outbuildings; no
dugouts for softball and baseball; less costly running track
surface; fewer stadium seats and no bleachers in the upper level
of the gymnasium. Numerous other items are being reviewed to
determine the impact on cost, functionality and quality of the
building.
7. The taxpayers will not be asked to approve an additional levy
to pay for the current projects.
8. The construction management method for construction
supervision used by the district is designed to provide the
district with more involvement and control over the project,
costs and quality of the building.
9. Contractors who want to be involved in the construction phase
of the building project go through a bid process. Bids are
submitted, opened and the lowest responsible bidder is awarded a
contract. The contractor is bound to honor the amount of the bid
submitted for the work to be performed. The bid process is
regulated through parts of the Idaho Code.
10. Interest earned from the bond levy funds will be used to
help in the payment of building projects. The estimated interest
to be contributed to the bond fund is approximately $4.5
million.
11. Two parcels of land adjacent to the CRHS site have been
appraised for $2.6 million and when that land is sold, the
proceeds will be placed in the bond fund.
12. Through tough decisions, careful scrutiny and value
engineering, the bond budget is currently $4 to $5 million over
budget as compared to $6 to $7 million over budget as publicized
last December.
13. Projects not funded by the bond will be worked into our
plant facilities fund long-range plan.
The Twin Falls School District makes every effort to carefully
manage the bond building projects and to ensure the greatest
return for the dollars spent. Taxpayers and patrons provide the
funds for the district, and it our intent to maximize the
investment in our buildings and programs to enable staff and
students to benefit in their educational experience. We
appreciate the confidence and support of the people who live in
the Twin Falls School District.
